Linking major cities is not enough - remote and isolated areas also need
access. The Internet is an effective resource for the advancement of
their communities and narrowing the digital divide is crucial to the
common good.

Internet infrastructure is no less important than other factors. Where
equipment and facilities are lacking it is important to develop a policy
for their acquisition and provision, either via corporate financing or
public sponsorship, such that all citizens have access.

As for price and speed, there are two types of Internet connection -
satellite and marine cable, the latter being faster and cheaper. It is
imperative to draft plans for a cable across the Atlantic Ocean via
Senegal which can be submitted to funding bodies. Financing is sought
immediately for the project to make such plans. A study is already
underway to link the town of Dakhla in Western Sahara with Nouachott,
the capital of Mauritania.
